Lets get started.
Step 1: Open Photoshop & open your image in Photoshop which you want to add a glow. Double click on the Background Layer & press OK to work on it.
Step 2: Copy the layer by pressing Ctrl+J & select the copied layer.
Step 3: Go to Filter > Blur > Gaussian Blur and set the value which I given a below image:
Step 4: And finally Change the blending mode to Overlay.
And you done it. The image is retouched.
